Training Plan

Definition

A Training Plan is a learning and assessment strategy which:

  • must be established by a Registered Training Organisation (RTO)
  • is negotiated and agreed by the RTO with the employer and apprentice/trainee (and also the school for school based apprenticeship/traineeship training arrangements)
  • is prepared in accordance with the relevant vocational training order and specifies the appropriate qualification in relation to the proposed apprenticeship/traineeship
  • specifies the formal training requirements
  • is required to accompany the application to the Commissioner for Vocational Training for the establishment of the relevant apprenticeship or traineeship.

Training Plans are mandatory requirements for approval of applications to establish apprenticeships and traineeships in NSW under the Apprenticeship and Traineeship Act 2001.

Full details of formal and on-the-job training arrangements must be negotiated prior to lodging an application for a school-based apprenticeship or school-based traineeship. The school-based apprenticeship or traineeship training plan setting out these details forms part of the application and will be assessed by State Training Services prior to approval.

For all other apprenticeships and traineeships, a summary training plan must be completed by the RTO prior to lodgement of the application. A period of six or twelve weeks after the commencement of formal training (depending on the nominal term of the apprenticeship or traineeship) is allowed for development of a full training plan.

The attached pro-formas set out the minimum requirements and a recommended format for each type of training plan. RTOs are encouraged to use the pro-forma provided, although they are free to use a different format providing that all the required details are included.

Training plans must be prepared by RTOs in consultation with employers and their apprentices or trainees. Once completed, copies of the training plan must be provided to all parties and kept in the workplace. Training officers from State Training Services may ask to see a copy of the training plan if they visit a workplace to monitor the training of apprentices and trainees.

The intention of training plans is to record the outcome of agreements between the RTO and the parties regarding:

  • the formal qualification to be undertaken
  • the commencement date of formal training
  • the mode of delivery of formal training by the RTO
  • the type and indicative dates of assessments to be conducted
  • the Units of Competence, including any elective units, that will make up the qualification
  • training materials to be provided by the RTO to the apprentice or trainee
  • competency record books or work evidence records to be signed off by the employer
  • arrangements for providing RTO support to both the apprentice/ trainee and the employer
  • specific assistance to be provided by the RTO to the apprentice or trainee to meet any special learning requirements

RTOs authorise the Training Plan Summary (TPS) and provide it to the Australian Apprenticeships Centre (AAC).

AACs confirm that the proposed qualification specified on the TPS matches information on the training contract.

AACs explain to the parties their obligations with respect to formal training.

Information from the TPS forms part of the application for an apprenticeship/ traineeship as lodged by the AAC with State Training Services.

After approval, the RTO develops a Full Training Plan (FTP) in consultation with the employer and the apprentice/ trainee (see Full Training Plan, below).

RTOs develop a Full Training Plan (FTP) after the apprenticeship or traineeship application has been approved.

The FTP must be developed within six weeks of commencement of formal training (for training contracts with a nominal term of up to 12 months) or within 12 weeks of the commencement of formal training (for training contracts with a nominal term of more than 12 months).

The FTP must be developed by the RTO in consultation with the employer and the apprentice/trainee. Copies are provided to the parties.

RTOs negotiate arrangements for delivery and assessment of formal training during the HSC years with the apprentice and the school’s VET Coordinator.

The school VET Coordinator confirms arrangements for formal training and on-the-job training to contribute to the apprentice’s HSC.

RTOs negotiate arrangements for delivery and assessment of the remaining formal training after the HSC with the apprentice and the employer.

Training officers from State Training Centres and VET Coordinators in schools assist employers and school-based apprentices to develop a plan for meeting minimum on-the-job training requirements while the apprentice is enrolled at school.

The date on which the apprentice will continue his/her apprenticeship on a full-time basis after the HSC is negotiated between the parties.

The SBA TP is signed by the employer, apprentice, parent, and RTO and school representatives to indicate their consent to the proposed training arrangements.
