Q1 ) How can a Training Plan be provided if the learner (apprentice/trainee) starts the job in September but cannot start at training with a registered training organisation (RTO) eg TAFE until the following February? A1 ) As only basic information is required on the Training Plan Summary, an registered training organisation (RTO) can supply this when engaged as the registered training organisation(RTO) in September. This will allow the application to be lodged. It would be unsatisfactory for a trainee on a one-year traineeship commence in September and to wait until February to start training. The registered training organisation (RTO) must ensure training is delivered within the term of the Training Contract. For an apprenticeship in the scenario given, an registered training organisation (RTO) would have to produce a Full Training Plan within 12 weeks from commencement of the course. For traineeships up to 12 months the registered training organisation (RTO) has 6 weeks to develop the Full Training Plan from the commencement of training and for traineeships and apprenticeships 12 months or longer it has 12 weeks to develop the Full Training Plan.
Q2 ) My son is in his 2nd year of an Apprenticeship - will the registered training organisation(RTO) be required to develop a Full Training Plan for the next 3 years? Or do they do a FTP for each year? Also will they have to develop one for last year? (His first year) A2 ) Registered training organisations (RTOs) are required under the Australian Quality Training Framework (AQTF) standards to provide a Training Plan eg: "9.3 viii. This standard requires that where an Apprenticeship/Traineeship Training Contract is in place or being negotiated, individual Training Plans are developed, documented, implemented and monitored for each apprentice or trainee, encompassing all relevant off-the-job training and structured workplace training. The Training Plan should be maintained by the registered training organisation (RTO) as a student progresses in their training. If you have concerns about the Training Plan why not contact the registered training organisation (RTO) and ask them if you can have a copy. What is a Training Plan? Is there a pro forma Training Plan and, if so, where do I get a copy? A3 ) The application to establish apprenticeship and traineeship must be accompanied by such details as may be require by the relevant vocational training order in relation to the proposed Training Plan, as endorsed by the registered training organisation by which the training is to be provided. The Training Plan Summary, Full Training Plan and Training Plan for School Based Traineeships are mandatory requirements for approval of applications to establish apprenticeships and traineeships in NSW under the Apprenticeship & Traineeship Act, 2001. Training Plan and pro forma formats setting out the content requirements may be viewed at the Department's website. A Training Plan Summary is a one page outline of the minimum training components of an apprenticeship or traineeship. It is signed by the registered training organisation(RTO) and lodged with the Training Contract. A critical outcome of the Training Plan Summary is to ensure that the apprentice or trainee is enrolled with an registered training organisation (RTO) in the correct qualification in compliance with the relevant Vocational Training Order (VTO). It is a requirement that an registered training organisation (RTO) subsequently develops a Full Training Plan which is to be made available to the employer and his/her apprentice or trainee and to the Department's Industry Training Officers when they make a monitoring visit. Q4 ) Can a registered training organisation (RTO) use the Summary Training Plan on the web but alter it to suit their own needs? A4 ) Please note the website advice from the Commissioner for Vocational Training ie, "The Training Plan Summary, Full Training Plan and Training Plan for School Based Traineeships are mandatory requirements for approval of applications to establish apprenticeships and traineeships in NSW under the Apprenticeship and Traineeship Act 2001. The proforma (obtained via website) should be used to meet minimum requirements. Use of alternative proformas could delay approvals or risk applications being rejected." Q5 ) A Full Training Plan needs to be lodged with the NAC for part-time traineeships. There is no provision for a NAC signature on the Full Training Plan. Could you let me know whether the establishment and lodgement of a Full Training Plan in such instance is compulsory? A5 ) Yes, it is compulsory. Q6 ) Shouldn't the Training Plan Summary include whether the Trainee/Apprentice is full or part-time - plus their preferred registered training organisation(RTO) attendance day. A6 ) The Training Plan Summary has been revised to include the type of training arrangement proposed. Question 7 on the Training Plan Summary requires that the type of training arrangement proposed be clearly indicated ie:
Q7 ) Could you please advise if Full Training Plans are required to be submitted if an apprenticeship is institute based, off the job training eg. Commercial Cookery Cert 3 at TAFE? A7 ) No. Full Training Plans are developed by the registered training organisation(RTO) in consultation with the employer and apprentice or trainee and are made available to them by the registered training organisation(RTO). Continuing (previously established) apprentices and trainees will not need to lodge a Training Plan Summary as they were already established when the new Act came into effect and they are continued under transition arrangements. However, their registered training organisation(RTO) will have to prepare a Full Training Plan to meet the AQTF standards requirements as well as (where applicable) funding requirements under the ATTP funding guidelines - see the table on the apprenticeship website and the ATTP guidelines on the training market website. Should an apprentice or trainee leave their current employer and seek to re-establish with a new employer, a Training Plan Summary will be required to be lodged with the Training Contract as with a new establishment Training Contract. Should an apprentice or trainee leave their current employer and seek to transfer to a new employer, a Training Plan Summary will only be required to be lodged where there is a change of registered training organisation(RTO), in which case there is a notification requirement under Section 15 of the Apprenticeship and Traineeship Act, 2001. Q9 ) Where does the registered training organisation(RTO) lodge a Full Training Plan? A9 ) When a new Training Contract for a part-time traineeship or school-based traineeship is lodged at the local State Training Centre it must be accompanied by a Full Training Plan. In all other cases a Training Plan Summary is lodged with the new Training Contract. The Full Training Plan should be retained by the registered training organisation(RTO) and made available for sighting by an Industry Training Officer if required. The employer and the apprentice/trainee should be given copies of the Full Training Plan. The requirements for the lodgement of Training Plan Summaries and Full Training Plans are available on the Apprenticeship & Traineeship website, see Training Plan Overview document. Q10 ) With bulk signups with the same employer and registered training organisation(RTO) in the same calling, is it correct that only one Training Plan Summary is necessary with a schedule of apprentice/trainee details of names attached? A10 ) Yes. Where one employer lodges multiple Training Contracts in the same calling, with the same employer and registered training organisation(RTO) and training details eg. Date of commencement of training by the registered training organisation(RTO). This does not apply to a Full Training Plan where individual Training Plans apply. Q11 ) Will DET accept a Training Plan Summary with a faxed signature? A11 ) Yes, a faxed Training Plan Summary will be accepted but it is expected the registered training organisation(RTO) will hold the original and have it available if required. Q12 ) Is it necessary to produce Full Training Plan and Training Plan Summary for continuing apprentices and trainees who have not changed employers? A12 ) A Training Plan summary is required for the lodgement of all new Training Contracts including re-establishments. The requirements to lodge the various elements of a Training Plan are set out on the website. Q14 ) As the recognised traineeship vocation of Small Business Operations has been repealed, does the requirement of submitting a Training Plan with the Training Contract transfer to the replacement qualification - Business? A14 ) Not unless it relates to school based or part-time arrangements. A Summary Training Plan must be lodged with all other applications. The requirements for submitting Training Plans is set out in the Apprenticeship & Traineeship Act, 2001.
