Electrotechnology - Vocational Training Orders for the recognised traineeship vocations of Electrotechnology

The Commissioner for Vocational Training, in consultation with NSW Utilities and Electrotechnology Industry Training Advisory Body Ltd, has varied the existing Vocational Training Order (VTO) for the recognised traineeship vocation of Electrotechnology.

The variations are:

  • The existing vocation has been replaced by new traineeship vocations of:
    • Electrotechnology - Remote Area Essential Services
    • Electrotechnology - Renewable Energy
    • Electrotechnology - Technical Support
    • Electrotechnology - Antennae Equipment
    • Electrotechnology - Electronics
    • Electrotechnology - Computer Equipment
    • Electrotechnology - Remote Area Power Supply Maintenance
    • Electrotechnology - Gaming Servicing and Electronics
    • Electrotechnology - Career Start
    • Electrotechnology - Sustainable Energy (Career Start)
    • Electrotechnology - Business Equipment Servicing         .          
    • Electrotechnology - Data and Voice Communications
    • Electrotechnology - Fire Alarms and Protection
    • Electrotechnology - Security Equipment

The VTOs specify a number of matters including the terms of training, probationary periods, competency outcomes and courses of study to be undertaken.

Copies of the VTOs supporting the recognised traineeship vocations are at Attachment A.

UEE07 Electrotechnology Industry Training Package

UEE07 qualifications (ranging from Certificate I to Advanced Diploma) are designed to meet the current and future needs of new and existing personnel working in a range of work functions and activities within the electrotechnology industry.

Qualifications

For the purpose of the VTOs, trainees in the electrotechnology industry will now have the option of gaining the following qualifications:

Certificate II in Electronics UEE21907

Certificate II in Remote Area Power Supply Maintenance UEE 21407
Certificate II in Gaming Machines Servicing UEE21107
Certificate II in Electrotechnology (Career Start) UEE22007
Certificate II in Sustainable Energy (Career Start) UEE22107
Certificate II in Business Equipment Servicing UEE20207
Certificate III in Business Equipment Servicing UEE30107
Certificate II in Data and Voice Communications UEE20707
Certificate III in Data and Voice Communications UEE30407
Certificate II in Fire Alarms Servicing UEE21007
Certificate III in Fire Protection Control UEE31007
Certificate II in Security Assembly and Setup UEE 21607
Certificate III in Security Equipment UEE31407

The packaging and structure requirements for each qualification are outlined in Attachment B.

Job descriptions

Remote Area Essential Services trainees select, assemble, set up and maintain simple equipment and systems following prescribed routines and re-format existing units.

Renewable Energy trainees select, assemble, set up and maintain simple equipment and systems to a prescribed routine.

Technical Support trainees collect, receive and store stock at work sites, set up and store equipment and tools, assist in installation, fault finding, maintenance and repair activities.

Antennae Equipment trainees select, assemble, connect and set up TV and radio reception antennae and multiple antenna outlets in buildings and premises.

Electronics trainees select, assemble, set up and maintain electronic devices following prescribed routines.

Computer Assembly and Repair trainees select components and assemble computer to customer specifications and carry out routine hardware repairs (generally by replacement) of known faulty components following prescribed routines.

Computer Systems Equipment trainees select, install, set up, test, fault find, repair and maintain computer equipment for data storage, personal computer and networks, measurement/analysis and control.

Remote Area Power Supply Maintenance trainees engage routine maintenance of remote area power supplies consisting of battery banks, generator sets, photovoltaic arrays and wind generators – primarily for use by, but not exclusive to, indigenous communities.

Gaming Machines Servicing trainees engage in base level servicing and set up of gaming machines to a prescribed standard in registered clubs and hotels and dedicated games machines in electronic game venues.

Electrotechnology (Career Start) trainees work entry program providing grounding in safety and basic skills and knowledge for work in any Electrotechnology discipline.

Sustainable Energy (Career Start) trainees work entry program providing grounding in safety and adopted and emerging sustainable energy systems.

Business Equipment Servicing trainees at the Certificate II level work in base level servicing and maintenance of photocopiers, fax machines etc.

Business Equipment trainees at the Certificate III level install, set up, test, fault find, repair and maintain photocopiers, fax machines etc

Data and Voice Communications trainees at the Certificate II level select, assemble, set up and maintain simple equipment and systems to a prescribed routine. 

Data and Voice Communications trainees at the Certificate III level select, install, set up, test, fault find, repair and maintain telecommunications and high performance data services in buildings and premises.

Fire Alarms Servicing trainees select assemble and set up of base level fire protection systems in domestic and commercial premises.

Fire Protection Control trainees install and set up of fire protection systems in multiple, commercial and industrial premises.

Security Assembly and Setup trainees select, assemble and set up of wired and wireless base level security systems following prescribe routines.

Security Equipment trainees engage in installation and pre-commissioning set up of wired and wireless security systems in multiple, commercial industrial premises.

Industrial arrangements

Applications under the Apprenticeship and Traineeship Act 2001 to establish any apprenticeship or traineeship will not be approved unless the Commissioner is satisfied that appropriate industrial arrangements are in place.

Industrial arrangements under which Electrotechnology trainees can be employed are listed at Attachment C.

Vocational Education and Training in Schools

The NSW Utilities and Electrotechnology Industry Training Advisory Body Ltd has advised that the following qualifications are suitable for delivery as school based, part-time traineeships:-

  • Certificate II in Technical Support UEE21707,
  • Certificate II in Electrotechnology (Career Start) UEE 22007 and 
  • Certificate II in Sustainable Energy (Career Start) UEE22107.

Licensing arrangements

People working in security assembly and security equipment are required to hold a Class 2 licence in accordance with the Security Industry Regulation 2007.

However the Security Industry Amendment (Exemption) Regulation 2008 exempts security assembly and security equipment trainees from requiring a Class 2 licence while carrying out security activities in the course of their traineeship.

As a result of this Regulation trainees undertaking UEE 21607 Certificate II in Security Assembly and Setup or UEE31407 Certificate III in Security Equipment no longer need a Class 2 licence.

However, this exemption does not apply if:

(a) the trainee concerned would be refused a licence because of a criminal or other related history (under section 16 of the Security Industry Act 1997 and only applies

(b) while the trainee is directly supervised by the holder of a licence that authorises the carrying on of those activities.

Learning resources and assessment materials

Non-endorsed components have been developed to support the training package qualifications.  The non-endorsed components include a learning strategies document, assessment instruments and an assessment manual.
